For clarity, the licenses are generated manually, while usually pretty instant, sometimes there can be a minor delay, .. as stated on the product Buy Now page.
Also posts regarding P Ruleset purchase be sent over the official channels like the product support forum or e-mail for faster response time. Regarding the delay in your case, there was a rejection for the e-mail carrying your license information, apparently the free e-mail service you using didn't like the shared Hosting service SMTP server.
