I find IE9 can be somewhat (correction) extremely slow sometimes at loading a page even after disabling Add Ons, so what can speed this thing up? I reverted back to 8 as I was waiting sometimes 40 seconds or more to navigate to the page I wanted

Try running the actual "Internet Explorer (No addons)" browser from within the accessories > System Tools menu and see if that makes a difference.
