Default error creating temporary file

Tried uninstalling, and reinstalling 3.0 and 4.0.. Made sure the environment variable path to the temp/tmp folder was there.. Plenty of disk space on the partition. Security rights appear to be fine. I keep getting that error message after completing an update after installing. I cleared the update cache also.. Any ideas?

What OS do you use? If Windows Vista / Win 7 and have UAC on, I'd suggest deleting the user temp folder and re-creating it manually.
