can't open internet properties

I have installed spybot, adaware, spyblaster and spyguard. after setting immunize in spybot, running spyblaster, and running spyguard, I can't open internet properties. I get an error that says "this operation has been cancelled due to restrictions in effect on this computer. please contact your system administrator." any idea what may be causing that?

Uncheck lock IE control panel against opening from within IE [current user]
