How do I have the the whole interface grayed out after a restart where these settings cannot be changed even though there is a password needed to alter any other settings?

Hi Auguss and welcome to the forums
All the settings on that screen should be grayed out when the interface is locked. Have you changed the default preferences > Administration tab option to allow all users to activate the virtualization?
