It looks like you should submit that file to ESET.

You can submit it but not necessarily, the point is the file was detected and blocked. Of course you won't find that detection in the database as it'd be like if you searched for a description of the NewHeur_PE detection.

It's a heuristic detection like NewHeur_PE.
