Is This Paypal Site Safe?

I'm trying to order cosmetics from a site and it takes me to paypal but it doesn't have a Green Verified Paypal thing on the browser..does that mean this is a fake paypal? is this Paypal safe? I don't understand why it doesn't have a green thing on it as verified.

well if i go to it from that cosmetics site during the checkout, it doesnt have the green thing. but if im not signed in and if i just go to that direct link, it's green. I just went there from using IE browser and it was green.
