Default "ICQ Net" from "winlogon.exe -stealth" trojan

I need some help on dealing with someone that I know that is A. signing me up with offers and newsletters, and B. Sending me threatening and harrassment email created with email addresses from http://www.bigmailbox.com/ and http://www.mail.com/.

Recently the stalker sent me an email with attachment named "message_unfolds.exe. I made the mistake of opening it, and it took over by tracking my activities. The actual file installed and running was "winlogon.exe" which is not part of Windows 98SE. Norton Systemworks did not detect it.

I already complained to his ISP Earthlink.
Will anyone reading this please furnish me with places that I can report this persons malicious activity. He is probably doing this to others also.
