Default ideal value for limit fragment buffering time in kis2009

hi........i just changed the value from 60 seconds to 1 seconds and it dramatically decreased the time taken to view or load streaming music and video...youtube etc now i was wondering what is the purpose of this limit fragment buffering time and why default value is 60 seconds........?

hmm so thats why i noticed a huge lag with streaming video...

Heym,
i just reset the kis2009 web module to reccomended and it starts with buffering time sec to 1second anyway.
setting it to high puts buffering time to 60seconds.
i just use reccomended and put heristics up to high.
