v3.0621 excessive outbound traffic

I notice when I'm downloading something, an almost equal amount of data is being sent out! Why is that? When I disable web browsers in Web Access Protection, it stops doing that. Can anyone explain? Thanks.

Sure, when web browsers are checked in Web Access Protection, ie, Firefox (also noticed this in Flashget, dont know about IE), this is the sort of out-going bandwidth involved in downloading K-lite Codec pack (around 7mb):

When these browsers are unchecked, this is the sort of bandwidth I get in DL'ing same file:

Note: in first image, I had already been browsing looking for something to download, so there was already some inbound traffic in that number, but when I began DL'ing, the outbound was almost equal to the inbound download.

In the second pic, I rebooted to reset the network adapter and Dl'd the same thing K-lite Codec Pack (but with browsers unchecked):
