Full RA server for site with few clients?

Just looking for some advice. I have several remote sites with just a handful of clients. Does it make sense to install a full RA server? Is there a lot of 'chatter' between RA servers?

Factors:
- no on-site administration/IT staff to delegate to
- VPN bandwidth issues (weak DSL connections)
- extremely rare client installs (program updates how often...)
