Default [BUG] Rules Window Not Updating

Description

Rules window is not updating when a rule is created from a popup while the rules window is open. Shutting down egui.exe is the only way the rules window is updated.

Reproducing

1) Open the rules window
2) Open a program that you know will create a popup window asking for access and create a permanet rule for that program (in the popup window of course)
3) Close the rules window and reopen it. New rule is not there

4) Shutdown egui.exe through the task manager and restart it again through the start menu
5) Open rules window and the rule you had created was added

I hope you can reproduce this bug (and fix it of course)

I've noticed this too. In my case though, I don't have to shut down the GUI using task manager, I just close the GUI (ie. minimise back to the system tray) and then open again to make the new rule appear.
