Default Application Bandwidth Limiter

Someone knows a good tool to limit the bandwidth of specific programs. I have allready tried some popular stuff...

- Netlimiter (doesnt work properly on my machine, makes programs crash or hung even when netlimiter is closed)
- Bandwidth controller (it seems like im too dumb to find the correct configuration / its main purpose is to manage and control user traffic on intranet??!)
- Netpeeker (IMHO an absolute resources hog)

Maybe there is a way to control applications bandwidth via QoS paket planer stuff? Someone knows how to do this?
