Default Opera 7.21 & filter.ini

Can someone help me out with this one?

It would seem that when adding the

[Adv User Prefs]
URL Filter File=filter.ini

and adding the filter.ini file with the proper config the pages on most website will only load to 1/4..... any suggestion on this one?
