Winipcfg wanting to broadcast?

I blocked it, but I'm wondering what it does/if its needed? It says its a Windows file and it checks out to be one... and, btw, I'm the one who asterisk'd out my IP#

It is not likely you neet it and should be fine in blocking that outbound ICMP type.
