Tiny FW block off Port Explorer

My PC's OS is WinXP SP2 , I just setup PE this afternoon, and I have found the Tiny Personal FW Pro 6.5.126 Block off to run Port Explorer 2.11. (see the Picture on above) .

and also I have found I can runing the PE after I Disable the Windows Security function of Tiny Desktop Firewall. then I try seting up the TinyFW to allow everything for PE in System Protection Option. But the PE stall not working anyway.

so,now usually I just Disable Tiny's Windows Security function at first, and then go to running the PE and minimize to Systray. after these action, I am enable the Tiny's Windows Security function again. after these all I can useing the PE in normal. but this is make me so cumber with it. How can I running the PE without disable Tiny's Windows Security function?
