sorri if its wrong forum. But is it possible to locate someone if you have tehre ip address and which ISP they are with?

Not really, unless they have a block of their own IP addresses (unlikely). Only their ISP will have their full contact details, although clever use of search tools such as Google, Whois and so on can sometimes yield results.
