First, Windows 9 is not something new. Microsoft team officially works on Windows 9 (although they do not mention it publically, they ad Windows 8 ). Windows 9 is official product in development and this is what MS guys say at Microsoft roadtrips, partner conferences and MS IT professional events.

Microsoft Research is the USA that Microsoft also works on Windows 10. Big companies have strategies for at least 5 to 10 years forward so that is completely normal. They think for 5-10 ahead and of course when the time comes, they might adjust their plans.
As for Nokia/HTC and Samsung - Nokia+Microsoft and HTC+Microsoft are global partners and they have long term alliance. That's fine.
On the other side is that cr*p Samsung that has long term relationship with the other ju*k Google and Samsung and Google work together - Android based products. Samsung does offers some Microsoft products but that is only because not to loose some market, not because Samsung wants.
