Default Strange Ping times with my PC

When I came home tonight, started my PC and started getting slow ping speeds. they have been around 50 so far but only on 1 test site. On other site the speed is normal.. Also one test site that was there was removed. (PC was run with malwarebytes and only broken registry entries were found)

Question is -is this an issue on my end or my ISP? The router was restarted several times and is OK (upload is still a tad slow)..but I'm confused...

I have been very happy with the Belkin 600 Dual-Band router. I have installed dozens of them, they have excellent range, and the stability is fantastic.
