Hello,
I have just reinstalled windows 7 and i cannot access some of the folders and files on another partition on the same drive. I have taken ownership of the folder at the top of the tree and tryed to apply it to all the sub folders and files but it didnt work. The only way I can currently gain access to the folder and files is to go to the security tab on each individual folder and file and add a user. I am hoping there is a a better and faster way. in the security tab of the files are one or two unknown accounts which must be from the old windows installation when i could access the files and folders.

Go to the security tab at the top of the drive/partition and add "Everyone" in advance tab and then find. Once you add "Everyone" then give it "full control".

Edit: i found this
i ran that command on my D: partition where the files are located and it worked perfectly.
