Changes made is virtual mode remains effective

RSS 2011 Home

This is what I have done:
1.Virtual mode of RSS is on.
2.Change the settings of an application (EasyBCD).
3.Restart the machine.
4.The changes of that application remain effective.

Any explanations please?
