can windows 7 built in firewall block a program?

Thanks for the reply I've seen the signature but still the question remains, are these the same firewalls, they both seem to have the same attributes, from Major Geeks to Gizmos Freeware.

If you visit the both websites you can see that they are totally different websites and totally different products, from different companies. Even on MajorGeeks and Gizmo Freeware, Softpedia, etc, they are treated as different products. Because they are different products.
