Looked for the exact site I got it from and found it. Its part of sourceforge.

That's for sure a FP, I downloaded and installed the latest GIMP for Windows from here:

No viruses or whatever.

It still lacks the user-friendliness of paint.net to me. Just deselecting everything feels like a hassle. I like being able to hit Esc and everything is deselected. There are other usability problems but I don't use it long enough to remember them.
