Default France Seeks To Criminalize 'Habitually Visiting' Websites About Violence

source translated and Original source

Quote:
Nicolas Sarkozy has made the findings of the series of attacks by Mohamed Merah in Toulouse and Montauban . In a televised speech Thursday, the president said he wanted to toughen the fight against incitement to terrorism and "ideologies of hate" to bypass the chain of terrorist indoctrination.

Efforts should be focused on both conventional circuits training abroad, and the radicalization of discourse propagated on the Internet. "Now, anyone who would consult usual websites that advocate terrorism or which incites hatred and violence will be punished criminally," warned Nicolas Sarkozy. ....Several questions remain. That the calendar first. Francois Fillon said that these measures will be implemented "without delay". But in this election, Parliament is no longer sitting. Then, as was done for child pornography, we must also "define what a website inciting terrorism," said constitutional law professor at the University Aix-Marseille, Didier Maus, interviewed by France Televisions .

The words of Nicolas Sarkozy may also fear the introduction, in the longer term, widespread surveillance of Internet communications. All connections on suspect sites would then be analyzed by the French intelligence services in the fight against terrorism. Reporters Without Borders, which put France "under surveillance" for its policy of controlling the Internet, said he was "concerned" such a proposal. "A simple consultation of a site does not imply an endorsement," says Le Figaro Lucie Morillon, in charge of new media within the NGO.

This is typical over-reaction and playing with fear to assert more control. France was already doing a little bit of domestic spying, but it looks like they might head down the road to getting their own Patriot Act. Question is, are they going to lock up their professors, researchers and their own agents for getting information off of these websites?

Let's not forget that there is an election campaign going on in France, and this kind of reactions are used to get more votes. But putting that aside, the troubling part of the news is that this sort of punishment/action requires internet surveillance...
