Safe Online little blue box

Hi there, I am using IE9 on Windoes 7 64 bit. When a browser window is open, the little blue box at the top of the screen is above the top of my maximised window, so i have to make the window smaller each time. Can i reposition this box?

Click to open the "little blue box" icon, then drag and drop while still open, when positioned to your liking click and close.
