Hips says it's disabled but it's not?

Hips says it's disabled but when go into advanced setup both check marks are there saying it is enabled but remains disabled on the main console screen even after many restarts of disable and re-enabling i also tried reinstalling it using compatibility windows 7 mode check marked run as administrator im running Windows Developer Preview any suggestions?
