Default Blocking outbound to a set ip address?

How do I block outbound going to a specific i.p. address? What goes where on the Rule Edit page?

Default Re: Blocking outbound to a set ip address?

What about the other way around:
Simply open the minimum number of ports/addresses, and all the rest is blocked by default
