Keeps telling me to restart after Uninstalling

Whenever I try to install ESET smart security on my newly reformatted PC, it keeps giving me this message:

"The computer has not be restarted after a program uninstallation. Please restart the computer and run the installer again."

I have restarted my computer numerous times but it still fails and rolls back the installation.

Anyone have any suggestions?

Please uninstall ESS by following these instructions and then try to install the latest version of ESS from scratch.
