Default Recover Registry Settings

I recently installed spybot - S& D and upon immunizing noticed my registry settings had changed and I could no longer go into the IE options section. I therefore attempted to uninstall the immuniztion but still cannot restore my original registry settings to access IE options. The error I recieve is RESTRICTIONS: This operation has been cancelled due to restrictions in effect on this computer. Please contact system administrator.

Please provide instructions on how I can recover my original registry settings! I have tried to do a system restore but my PC won't go back prior to installing the Spybot - registry settings must have changed something here too??!

Please Help! I want my PC back to normal.
