DPC floods. Would ESET be a cause?

Getting CPU at 10% activity at idol no matter what I do.
No Processes are using this cpu load.

Haven't changed a thing.

You should be able to see in Windows Task Manager which processes are using the CPU.

Tell me where I can get a utility to read DPC floods.?
These aren't registered by any app.!
Process Explorer reports 10% constant now.

In the past, I have had good results using Microsoft's RATTV3 to track down the cause of DPC floods.
