Is 4.0 without autoupdate still free for business users?

If you click on the link to see who qualifies for free use, it lists "individuals", "public libraries", and so forth. Business users are not listed. There's a link that says ""All other users, please click here".

Clicking on that brings you to a page saying that version 3.5 is free for business users, as long as you don't use autoupdate.

It's not clear to me whether this means:

(1) Business users would have to buy 4.0, but can freely use 3.5 without autoupdate;

OR

(2) Business users can freely use SpywareBlaster without autoupdate, and the specific web page about business users just hasn't been updated to say "4.0" instead of "3.5" yet.

Does anyone know?
