I finally figured it out! WMP11 or IE7 was causing this problem. I installed the Windows XP without them and now problem seems to disappear.
Did all troubleshooting as above but nothing helped, its really annoying...

Solved. I thought there should be 18 files but when i put config.xml and install.bat in the folder and run it, it works. Thanks for all help.
