yeah, Lubuntu should fly on that computer.
Its a Dell Venue issue, all updates installed fine on all the computers I manage (135), and not a single issue with wireless.

I use Aomei Backupper for montly backups and Drive SnapShot for weekly or quick backups/restores.
Windows 98 cant read or write to NTFS partitions, you'll need to reformat the drive to fat32 to use it.
AOMEI Backupper has a nice gui and its been rock solid for me under several scenarios.
