Well I went to services and changed the following in the remote desktop services: I set recover to take no action and changes to local account instead of the network and now remote desktop stays off but the automatic is still on on the startup mode. But it will not turn on on.

Also I noticed that after doing this, when I opened IE in windows 10 hitman pro alerted some component has changed by malware and asked to run hitman pro to see. So I did and hitman pro did not find anything.

So this remote desktop service issue has something to do with IE in windows 10 maybe? Some secret MS spy tool?? I do not know.

Well hitman pro alert did not show the warning again when I opened IE. So its weired.

    Strange indeed.

Okay after I had some spare time and looking into your situation on google, it seems as though this issue has been reported back in 2011. A user has the same issue only he installed Norton Internet security from his Motherboards Driver install disk. He uninstalled Norton and the service has since not restarted automatically. http://www.sevenforums.com/network-sharing/164541-cant-disable-remote-desktop-services.html

This let me do a search specifically involving Norton, it seems as though Norton interferes with remote desktop as the NDIS or smart firewall monitors it.

    http://community.norton.com/en/search/site/remote desktop

    http://community.norton.com/en/forums/norton-controlling-remote-desktop-service-can-not-disable

Please check the settings under network, maybe adjust network trust levels, see if you can find anything in Norton related to Terminal Server or Remote Desktop.

    Hope this helps regards.

My hunch was correct and so is your hunch. The culprit was norton security. After uninstalling it, remote desktop services stood disable.

Thank for all your help guys.
