If so, then I've nothing nice to say to Microsoft as usual. Tried Rufus with 8.1 on a "removable" drive, and it never boots. Then it's not "To Go" anymore now is it? The article doesn't state anything about Fixed or Removable, other than an upvoted comment saying you need Fxed, so I would assume so.
I'd regard it as To Go. It's on a USB external HD which you can carry in your pocket. I've created To Go on UFDs and USB external HDs using that method. I don't like it on UFDs. Very slow.
Once again, nothing mentioned about the requirement of "Fixed" drives. If I had one of those handy, I could just use a few clicks on Rufus and not bother installing anything.
