Yes, it's useless. [Edit: "for users". Thanks, deBoetie ] So I use Firefox with AdBlock, NoScript and RefControl. In NoScript, I mark all ad servers and trackers as untrusted. I allow third-party cookies, but block third-party referers in RefControl, and delete all cookies when Firefox closes. And I compartmentalize with pseudonyms in dedicated VMs that connect using nested VPN chains and Tor. My point: Why not just focus on education about how to opt out of tracking?
No, it's not useless. It acts as (rather tattered) veil to attempt to reassure people they have a privacy choice that will be respected. So it's moderately useful to the industry so they can carry on the pretense of consensual user choice.
