    I wonder if this is just for electronic communication or if they plan on applying this to snail mail as well. If they get one, they'll probably want the other sooner or later.

    not too surprising. they have bloated salaries, pensions etc and they'll sell your privacy before they give those up.

    They already record address etc information.
