As I scroll down a page and remove my hand from the mouse it just keeps scrolling. When I move the mouse away from the scroll bar and then later replace it where I got it from it just goes scrolling on without me doing anything.

Have you tried using a different keyboard? If that works, buy a compressed gas duster, and throughly blow out your old keyboard.
That sounds like a setting in your mouse or touchpad software. If there is no such setting, try uninstalling/reinstalling your mouse driver (look for an updated driver while you're at it).
It also does this little trick. For instance if you are playing solitaire and you click to turn over a (single) new card, it may turn 2or 3 over.
The microswitch that is your left mouse button may be bouncing. It could be dirty or worn out. Slight chance mouse or USB drivers could be flaky, missing polls and registering multiple clicks for the same click; you could look for updates to those.
