Being an iPad Mini owner myself, I'll share my experiences. Without jailbreaking or paying money (WeBlock), the only way to adblock system-wide (not a special browser) in my experience is FoolDNS. Now that I've jailbroken it, I'm using Light Untrusted Hosts Blocker, because the normal version and BaSic-Adblocker7 seems to break my connection sometimes. Stopped using FoolDNS cause of FP's and no easy way to deal with them.
I'm relatively new to iOS. As you said Weblock requires payment but it's worth. Weblock limitation is it only works for wifi, so if you want 3G/LTE blocking AdBlock by same developer is needed, but it also have limitation that we can't configure filters. I personally don't want to jailbreak my iPad mini until I'm bored with un-jailbreaked OS capability, or until Apple ditches it's update. My iPad is wifi model so currently i'm satisfied with Weblock. And my main browser is iCab which also have efficient adblocking. As to DNS, I'm usign Norton connect safe as it seems most effective when it comes to block malicious site (phising etc.), though sometimes make FP. But I'll personally test Fool DNS.

Yeah, FoolDNS isn't really that good for malware blocking in my experience. Good enough for adblocking, but you can't skip the blockpage without registering for a business account, contacting them, and hoping they will remove it for you.
I have no idea about AdBlock. And honestly won't use unless somehow Weblock raise serious issue, as I only use iPad in my home. But the reason you are searching is you use tethering? Then it's not my cup of tea. Norton makes FP but I can easily go ahead (before that I always scan the site with several online site check service even when I'm almost sure it is safe.). It's must-have for me.
I'm searching just out of interest. I only have a WiFi iPad Mini as well, but some of my friends have iPhones.

Well, after updating to iOS 8.3 and failing to jailbreak it, I've decided to reset everything and restore a new backup. Problem is, while I prefer Chrome and how everything is synced, my adblocking options became quite limited. Right now I'm trying out BA.net iOS Adblock DNS. Weblock costs money for what is essentially a limited FilterProxy, and does iCab sync with my Google account? And I've already provided a solution in the thread linked. It's called SpeedMeUp, although relatively unknown so take caution.
Yes, it's expensive with whopping 1.99 € I don't know. I've never tried and I never will. Interesting, but I think I won't use that. Weblock's advantage is that you can add your own filters (limited to blocking sites/domains, though).
