Guys , I am after a VPN that has multiple locations , decent price , is not based in US (can not trust Uncle Sam) , provides top notch privacy and anonymity ? I was thinking of AIRVPN earlier , but noticed its Italian and considering that Italy , an staunch US ally backed out. Would appreciate suggestions specially ones known to work good in Australia. Don't the VPN's server operations need to comply with the laws of the country where they are physically located? Therefore, what country has the laws (or lack thereof) you are the most interested in?
Boleh, IVPN, NordVPN, among others. I wouldn't be overly concerned about VPN's based in Europe though. And the above poster is right, the datacenter where the VPN server is located is probably a greater privacy risk than the provider. Connecting first to a VPN server located somewhere in Asia or Eastern Europe, and then connecting to a VPN in the US or EU or wherever is probably the best way to go.

The paid VPN first, followed by the free VPN second... other factors are important too... Windows vs Linux 1 PC vs 2 or 3 PCs Which VPN will rat you out to the cops if pressure is put on them Wired vs Wireless connection OpenVPN vs VPN-supplied widget but yeah... paid first followed by free second (generally but not always the paid service is more reliable and secure than the free one... generally... lol)

BTW ,My current setup is Local Host --> VPN (free one) --> Whonix Linux VMs. I will buy a paid VPN and alter than chain to following ; Local Host --> Paid VPN --> Free VPN --> Whonix VMs As of other factors , Its a Wifi setup, 2 PCs at a time , atm have a VPN widget , Windows Host + Whonix VMs Any Asian or Eastern European ones please ? ideally not super expensive . EDIT : Has anyone heard of anonymizer and vpn unlimited , are they us or no us based ones and how are they !
I think that you're focusing on the wrong things, I don't see much point in putting two VPN's in front of Whonix. One to simply hide the fact that you're using Tor is fine. I'd be far more concerned about using a Windows host, presumably one that gets used for real name activities.
Hello Well Connected: While you are researching these subjects, you may as well look into MAC Spoofing. If the amount of data transfer is light, you might then consider use of the Tor Browser and force the exit node to the country of your choice. Are you going to be okay with the significant delays brought on by additive latencies? HTH
Um, do you really believe because Privacy Policy says they "do not" that they don't / won't. There is always our ubiquitous friends "AS IS" and "NO LIABILITY" Policy and legal verbiage is provided to protect the VPN. Not you.
I don't trust Tor enough to just hide its use. So I always connect through at least three nested VPNs. It's probably overkill, but it's usable, and it's arguably more "anonymous" (pseudonymous, anyway). YES! I totally agree. Use Windows only for true name stuff. For private stuff, use Linux for the host and VMs.
Using nested chains with three VPNs, my latency is 300-400 msec. I'm fine with that. Adding Tor, I'm looking at 1-2 sec. Once you get used to the rythm, that's also workable. I've even used Linux desktop VPS via SSH/VNC via VPNs/Tor
Just run the Whonix VMs for using Tor. Tor with public WiFi is a good approach. Some say that it's the best approach

In alphabetical order, I recommend airvpn.org (Italy), insorg.org (Russia) and ivpn.net (Gibraltar). Also good are bolehvpn.net (Malysia), mullvad.net (Sweden) and SecurityKISS (Ireland). One of the oldest is cryptohippie.net (Panama) with cryptohippie.com (USA) as sales agent. Although privateinternetaccess.com (USA) also claims non-US network management, its main advantage is low price.
PIA is approximately the seventh VPN I have tested. Except for a now resolved difficulty with their Romanian provider (Voxility), PIA has seemed stable over the last month. If their software is permitted to make the initial portal selection, the resultant "VPN latency/speed tax" using a default Ookla test site seems to be about 9 percent for me. In at least partial agreement with @mirimir's information, PIA's Grandville, Michigan business address may be merely a mail drop. My last observation is their installer (executable script) is unsigned although its VirusTotal check is a perfect 0/57.
Last year or so, someone posted a link here to an article quoting PIA's founder. He claimed that all of PIA's admins had left the US. He said that, while he had chosen to remain, he had given up all admin access to PIA's servers. If that's correct, PIA is arguably as NSL-proof as Cryptohippie.
That sounds promising still would have been good to know a PIA alternative which is as competitive price wise as PIA.
Have you looked at https://torrentfreak.com/anonymous-vpn-service-provider-review-2015-150228/ ? Some are ~$60 per year, but there aren't many decent ones at ~$40 per year.
