Hi, I'm looking for a pdf editor or reader that can highlight and underline text from a pdf file, low in ressource and low in memory. If you know a good one, please, share with me here, thank you.

PDF-XChange Editor is very good for a freebee. I think in many ways it's better than AABBYY Transform that's going for over 100 bucks right now. If your resources are low, edit the Performance settings so it's not a hog. http://www.tracker-software.com/product/downloads
ePapyrus PDF Pro 5.1 (Free for personal use) http://www.neowin.net/news/epapyrus-pdf-pro-51---edit-pdf-files-for-free
Thanks Paul for the link. It looks as a complete PDF tool. Do you know whether this application integrates into Outlook 2013 as a internal PDF reader? I'm used to open PDF files/attachments directly in Outlook what Adobe Reader supports.
I have used PDF-XChange Editor for a year or so, it´s good. Tried ePapyrus PDF-Pro 5.1 but it hasn´t tabs (very important for me), in some PDFs the internal links didn´t work, the installation is not exactly low in resources (139 MB)...
