There is no privacy on city streets. Maybe there never was. Observers could always hide, and blend in. And we've had telephoto lenses and parabolic mics for several decades.
Today Jack the Ripper would've had his activities very much curtailed. And yet he would still manage to do it. And that's he whole point; in the name of our security we are less and less private and no more secure.
Probably. But I gather that he was fast. He killed in alleys, but near popular areas. And even now in London, there are probably gaps in camera coverage. Yes, I'm sure. Somehow, somewhere. For sure

Yes. But that can be controlled, given the knowledge. With vehicles, privacy will increase insurance costs. And even at home, privacy will increase costs of multimedia, and maybe even insurance.
There's no expectation of privacy on city streets in that I shouldn't expect to be able to pick my nose without someone seeing me, but I don't think there's a reasonable expectation that you will have your conversations collected in bulk either.
Maybe there is no privacy in city streets but there is certainly a expectation of privacy in your own home.
I was unclear saying that "[t]here's no expectation of privacy on city streets." What I meant to say is that prudent people don't assume that they have privacy on city streets. I'm not talking about rights, what ought to be so, or whatever. I'm not even talking about law. I'm just talking about practical OPSEC. There used to be more privacy at home. But now there are so many smartphones, and you never know who's recording or broadcasting.

A police officer has the authority to shoot and arrest you, he has to be monitored for the sake of the people he's supposed to protect.
Lets hope not in that order though You bring up a good point cell phone video. Police get very mad (to the point of actually committing violence) if they feel they are being videoed and may be put on UTube they are subject to reporting of bad behavior/lawbreaking like every one else, or are the police saying they are above the law.
