    Confirmed Win7 64-bit. It was sitting as an Optional Update. Installed, no restart necessary.

    Windows 8.1U2 32-bit & Windows 8.1U2 64-bit, as above.

    Strange, I just checked manually and didn't get it on Win7 64-bit.

    PS:
    I guess it is today Patch Tuesday; am I right about that?
    If it is, then I guess a new update will be released later today.
    Or am I misunderstanding things now?

    I got it as Optional also but disregarded it as I don't use the tool or want it.
