KB3001652, Visual Studio 2010 Tools for Office Runtime, freezes the update process. To "solve" the problem I shut down the computer and on restart skipped the update. Happened to me in Windows 7 and 8.1. Also reported in other forums.
Same here, what I did was I went into the C:\Windows\Software Distribution\Download folder and I found the folder where the exe for vredist (I can't remember its exact name now) was and I copied it to my desktop I then rebooted and before running Windows updates, I run that setup file manually and it installed without any problems Then I ran Windows update again and it said no more updates

I'm lucky that the regular Tuesday's windows updates install on my machine on Wednesday (roughly 12 hours later after they are deployed) because of the time difference. Probably due to this fact I didn't receive this botched update in the first update wave because MS caught to withdraw this update sooner than the updates were installed on my machine. I got this update today without a single issue.
I can speak for win 8.1 64 bit but I guess it's safe for all Win systems otherwise MS would not re release this update.
