32bit programs into >>> 64bit how?

Is there a way to convert 32bit programs into 64bit and use them in 64bit enviroment?

What OS are you wanting to do this in?

I was under the impression that most 64bit environments "emulate" a 32bit app to run in the 64bit environment.

if the program also uses services or driver then the developer will have to change it to 64-bit. the WoW (Windows (32-bit) on Windows (64-bit) technology in windows xp x64 works for many games and programs but not internet security.
