can look and stop block a program to run or open files?

The application component in Look 'n' Stop (Application Filtering) can stop malware from connecting out to the internet. It can't stop programs from running other programs on your disk. That should be the job of your AV/AT software (or security settings / process controlling programs etc. etc.) ;D
