Hi,

This refers to the Dialog Box which controls the application starting another one that will connect.
If you select this box the application starting another one, is also allowed to connect itself directly.
I you don't select it, the application won't be able to connect.

Typical case is Explorer: you allow it to launch an application that will connect but usually you stop it connecting directly to internet, so you don't select the checkbox.
