It's not worth paying double for a roving license if the tool can't be used formally, i.e. without running the infected OS. I'd only consider paying a premium for roving use if the tool had proper support for Bart's; if I have to fiddle around creating that value myself, then IMO the tool vendor has not earned the premium.
Not all roving techs earn a fortune, y'know :P

A lot of Anti Malware vendors , understand the need for
a bootable medium with their Anti Malware prog on it.
That's why a LOTof the AV vendors provide a bootable medium
for this situations.
i think that every respected Anti Malware prog,
must be able to run from a/it's bootable media.
Especially for System administrators , pc repair, etc.
Of course with a license for this purpose (roving).
But don't worry, the will within 2 years, i am sure.

BTW.
Some of the AM that run from bootable media are:
NOD32 (BARTPE)
A2 free (BARTPE)
AD-aware (BARTPE)
G-Data (it's own cdrom)
Bitdefender (it's own cdrom)
Etc. etc.
