is there free antivirus for small company use, I mean just small company with one few employees and one or two computers only?
A lot of free antivirus mention only free for personal use, does this include those small company like above mentioned? How to define the term "free" for personal use?

ClamAV is an opensource antivirus that can be used freely for personal or corporate use. But it only has an on-demand scanner...

so i think those mentioned free for personal use like avg, bitdefender, are really NOT free for small company commercial use?
what about those no-need-to-install scanner like cureIT by dr web? is it meant for small company use?

None of those can be used by a small company unless it is a non-profit organization. I can't think of any that would provide real-time protection. As RejZoR said, open-source software can always be used for free by any person or any company. ClamWin would be the best option for that, but unfortunately it does not scan real-time at this point in time. You could however schedule on-demand scans with it every few hours or so. I believe they intented on implementing real-time scanning in the near future, so it may be worthwhile to keep your eye on ClamWin.

One of the options is that you place Firefox on those machines,install addon extension for firefox named Download Scan and use it with ClamAV.
It's not real-time,but it will scan all files downloaded by Firefox.
Easy and free way to protect yourself from stuff downloaded from web.

Unless your Company has no valuable data, why restrict yourself to free AV's?
These are generally much inferior in malware detection compared to the commercial alternatives?
For any Company use, I would have thought a commercial AV would be a much better and essential purchase?

If you can't find a free AV, F-Prot is usually very cheap. A quick Froogle brought me to this page where a client license is $13.70 USD.

Regarding NetVeda, I was browsing their site and I couldn't find anything that specificly noted that safety.net is for non-commercial use only. So maybe that is an option to check into.
