Application Restrictions

I'm looking for an application, registry setting, etc. that wouldn't allow users to run certain applications in a windows98/novell environment. *

I know that I can edit windows' registry settings to only allow certain apps to execute (and eventually this would cause me less headaches), but currently I just need to restrict certain programs from running.

Any Ideas?
